If n korea hacked government assets and held the govt hostage with state-sanctioned cyber terrorists, I think it would be clearer

I don't know all the facts and even if it was an act of war, I don't think we would do anything

The USA isn't the same lion that went all in during ww2, the Korean conflict and Vietnam. The wars we have now pale in comparison and are undoubtedly one sided affairs. No one wants to be THAT guy responsible for creating hundreds of thousands of American casualties/risking nuclear war while in office

Besides, the mobile/hidden nature of hackers makes it even that much harder. If you thought warfare was asymmetric when fighting terrorists, just think about how crazy it would be fighting an enemy you never see.
