I have to disagree with this. A woman can have her tubes tied to save her money if she is really concerned with this. This is a case of life or death with pregnancies. Not having sex out of the marriage prevents that gambling. This also works even if you are or are not married. The woman can also get a divorce to save her money.
Most people know if you have sex protected or not, you might get a baby. This isn't a complicated decision. Are you ready should this event happen? If not, you should reconsider having sex.
Do you honestly think that everyone, men and women, who aren't prepared to be parents are going to abstain from sex? I don't. It appears an easy answer to the question of unplanned pregnancies, but I don't think it's feasible.
Women are not being forced. Most of them willinginly choose to have sex. There are consquences and they are aware of what comes with having sex. Don't have sex if you are not prepared for the scenarios that can happen due to this action.

And as for the stupid visectomy question, no I wouldn't want a woman or anyone else deciding if I could have kids or not but I am a decent enough human being to know that forcing someone into something against their will is plain wrong especially if it only suited my needs and not theirs.
