It has all of the characteristics of a lynching: 1) Suspect never has a chance to receive due process 2) Guilt or innocence of suspect is then treated as secondary to the question of whether or not he "deserved" what he got for not "behaving" properly in the face of harassment 3) "Justice" is arbitrarily meted out in a public way to the delight of onlookers (not all, but you get my point) 4) Act serves as a sort of collective racist catharsis for larger racial hatreds and anxieties.

He didn't say that. Female citizens are often handled by female officers. Society isn't segregated to female cities or male cities. You could do the same with black people. This means they have to hire more black officers to handle the calls. You would have had black officers arrest Mr. garner in Staten as oppose to white officers that killed him. It doesn't stop police brutality though.
