White People Caused Economic Crises?

One of the stories on the below site "brighhall" is an interesting story of a comment given by Brazil's President Luiz Inacio Lula da Silva saying "white people with blue eyes caused the economic crises". I'm surprise to hear such a thing from a President of a country that had a public policy to sterilze the black population. But, I have to wonder if this is the thinking in the minds of most leaders in Latin America.
