Congress May Not Pass a Budget This Year

I have been hearing on the mainstream media that the Congress may not pass a budget this year. Is this unprecedented for a Congress to not pass a budget? How will it affect us all?

 

They will pass a budget. Don't you worry. The economy is in too much of a disaster for them to ignore it despite this oil spill.
