There's nothing funny about it. If you perform even the most cursory bit of research regarding the criminalization of marijuana in the US, you'll find that this was in fact the case made to the public and politicians in the 1930s by Harry J. Anslinger and his patron William Randolph Hearst during their propaganda campaign which eventually resulted in the prohibition of marijuana and hemp.
