The US has one of the worst elementary public education systems in the industrialized world. Educating the children of working people is not a priority. Even in the developing world, you find people in former colonies who have been educated under the English or French system who have excellent primary preparation, and are thus better equipped to capitalize on the opportunities available in a resource-rich environment like the US. But black communities in the US have just as much intellect as anywhere else.
Agreed. The problem is also compounded by a social deficit among working families. Many worker communities struggle to make ends meet, are single parent income generators, or single parents raising kids; there's also neighborhood criminal activity, incarceration, drugs, intimidation, and sometimes, violence. These characteristics are deleterious to infant growth and nurturing. A parent (or parents) are unable to optimally raise their children which hurts emotional and physical security. And it can lead to a self-perpetuating cycle of misery.
That's an odd claim. I don't believe tax dollars reflect that. Yes, there is a strong sports culture in the US. That's not a bad thing.
