He didnt repel it ..stop it..he is intent on giving the power back to the States and making it competitive. He is also keeping the age 26 parent/child option, and the pre-existing conditions intact.
What non-breaks given to new homeowners. Can I see this?

No, he Is not. This is wishful and not reality.Insurance companies do not want to put risky people on their insurance plans. They will leave as they have already done. Why as an insurance company would you put a fat person on your insurance who you know will cost you a lot? Why would you put someone on your plan that smokes? What will happen is the insurance companies WILL get involve and pay the state politicians to give terrible plans that most people don't understand until they are in need of medical attention and realize how horrible they are.

Kicking the problem to the states is just a way to escape blame.

Exactly. And more to the point, without a mandate to cover the additional costs of insuring everyone who needs coverage the plans will collapse. You can't keep the stuff people like without also keeping the stuff that people don't like.
