No there's not he could reallocate funds from other programs to do a one time payment of 2000 dollars like he's saying. Apparently you nor he knows anything about American civics. You ain't from here so you get a pass he's the effing president there's no excuse.

Uh, yes there is, Congress need 2/3 to vote to override, so maybe YOU should learn American Civics?

He ALREADY did allocate funds from another program, FEMA, remember? And he was subsequently condemned and called LOOTER for days by your DEMSNBCNN.
That extra $300 for 6 weeks he handed out saved people's lives while Piglosi and Turtle Bitch continued to lock horns.

Hopefully, the money they sneakily assigned in this package to give every illegal $1,800 is removed, and given back to lawful Americans.
