Yes we can all read fine, you contradicted yourself, hence the question.

You cannot leave rep for the same person repeatedly, or in close succession. You have to rep other people until you get back around to someone. There's a formula, I'm not sure anyone knows what it is, but it seems like I have to give out around 15 - 20 reps before I can rep someone again.

 

It's not a matter of Jordan being unable to read well. It's more of a matter of your nearly incomprehensible writing skills.

You can only give out rep to 3 people in a 24 hour period and you have to give out 21 reps to different people before you can rep the same person again.
